BGR-CCOP Workshop on State Management of Mining Activities in ASEAN Countries


The CCOP Technical Secretariat in cooperation with the Federal Institute for Geosciences and Natural Resources of Germany (BGR) and Laotian Department of Mines (DOM), has successfully organized the BGR - CCOP Workshop “State Management of Mining Activities in ASEAN Countries” on 25-27 November 2014 in Vientiane, Laos. There were 25 attendants at senior level officials of state mining management organizations from ASEAN/CCOP member countries (Cambodia, China, Indonesia, Lao PDR, Malaysia, Philippines, Thailand, Myanmar and Vietnam), resource persons from the BGR mining projects (Vietnam, Mongolia, Lao PDR), ASEAN Secretariat, BGR and CCOP TS staff. The meeting was also attended by distinguished guests: Vice Minister of Ministry of Energy and Mines (MEM) of Lao PDR, German Ambassador and BGR representatives.

Held as a technical seminar for two days in Mercure Hotel in Vientiane and one full-day field trip to Phu Bia gold/copper mine in Phu Kham mountain, this event aimed to disseminate and discuss the results of the Laos – Germany Technical Cooperation Project “Sustainable Development of Mining Sector” with respect to role and exchange of information and experiences of state mining authorities in management of the mining sector, including mining inspection, and to relevant institutions and a professional audience of the CCOP countries with interest in the field of mining, and mines inspections.

During the first day, after the opening ceremony with welcome speeches by MEM, BGR and CCOP, the keynote presentations were made by DOM (Lao PDR), BGR, CCOP, ASEAN Secretariat, Mining Authority Saarland, following by the presentations on lesson learnt from the BGR cooperatives projects on capacity building for mining sectors, which have been implementing in Lao PDR, Mongolia and Vietnam. The second day focused on country report presentations by ASEAN/CCOP member countries, dealing with the key questions on national mineral potential, kind of mining activities, mineral production, GDP growth and living standard, contribution of the mining industry to the national GDP, tax revenues comes from the mineral sector, total national exports comes from the mineral sector, fiscal regime/taxation in the mineral sector, organization of state management of mining activities, number of staff is involved in state management of mining activities, inspection of mines, challenges and solutions for sustain development of state management of mining activities in the ASEAN/CCOP member countries. Group discussion was followed on the same day with 3 topics on: 1- What role can ASEAN and CCOP play towards sustainable mining in member countries? 2- How can a Government attract “good” Investors to the mining sector? 3-How can a Minerals value added chain support economic development?  After the two-day technical seminar, a full-day excursion was arranged for all CCOP/ASEAN participants to visit mining activities in Phu Bia Gold/Copper mine in Phu Kham province, Lao PDR.
