CCOP – Norway EPPM Program Annual Meeting, 8 Feb 2012, CCOP T/S


Under the CCOP-Norway Cooperation Program for Enhancing Public Petroleum Management of the CCOP Member Countries (EPPM), the Annual Meeting between CCOP and the Norwegian Ministry of Foreign Affairs through the Royal Norwegian Embassy in Bangkok, and the Norwegian Partner Organizations, Norwegian Petroleum Directorate (NPD) & PETRAD, was held on 8 February 2012 in the CCOP Technical Secretariat (CCOP T/S), Bangkok, Thailand.  It was attended by, H. E.  Katja Nordgaard, Ambassador of Norway to Thailand; Prof. Dr. He Qingcheng, CCOP T/S Director; Dr. Oystein Berg, PETRAD Managing Director; Mr. Per Blystad, NPD Senior Advisor; Mr. Knut-Henrik Jakobsson, NPD Principal Engineer, Mr. Chatri Moonstan, Senior Program Officer, Norwegian Embassy Bangkok, Mr. Simplicio P. Caluyong, EPPM Program Coordinator, CCOP T/S, and Ms. Marivic Pulvera Uzarraga, CCOP T/S Geo-Information Sector Coordinator.  The meeting was carried out to report the progress and activities of the EPPM program in the year 2011.

Prof. Dr. He Qingcheng, Director of the CCOP Technical Secretariat and Chairperson of the Meeting welcomed the representatives from the Royal Norwegian Embassy, PETRAD and NPD to the Meeting.  Dr. He personally expressed his warm welcome to H. E. Katja Nordgaard and conveyed the deep gratitude of the CCOP Member Countries for Norway’s continued support in the capacity building activities of CCOP.  The Director also informed the Meeting that Lao-PDR become a new member country of CCOP in 2011 with Myanmar and Mongolia membership also in the pipeline.  The Ambassador thanked the CCOP Technical Secretariat for the invitation and meeting arrangements.

Mr. Caluyong presented the report of the EPPM Program covering the Y2011.  The presentation covered EPPM Program objectives, accomplishments, impact, budget and expenses, and the plan for the rest of 2012 – with a request to extend EPPM for 6 (up to 31 Dec 2012) to complete the technical activities.  Also presented was a description of the new Project on Carbon Capture and Storage (CCS) – mapping of potential CO2 storage in the CCOP Region.

The Meeting expressed satisfaction on the report and agreed in principle on the request to extend EPPM for 6 months within the existing budget.  It was also observed that the activities of the Program are according to the objectives and implemented with high professional standard.  CCOP TS has to submit to the Embassy a letter about the extension request to include a revised budget program to reflect the extension.

It was noted that the technical activities under EPPM promote the sharing of data and knowledge with experts from the Norwegian networks and experts in the Member Countries.  Young geoscientists from the region are also participating in the technical activities and these provide a wonderful opportunity for learning and networking.  The experiences gained are shared with other team members in their home agency through internal echo seminars.  Female participation is about 30%, among the highest in CCOP technical activities.

There is also an opportunity to extend cross-border case study of North Sumatra- Mergui Basin under P1 to Myanmar’s part of the Andaman Sea which is North of the study.  CCOP will explore this possibility and will invite participants from concerned agencies in Myanmar to the EPPM Program activities as suggested by the Embassy.

CCOP countries’ interests on natural gas development, particularly the impact to the environment remain a top priority.  Some new studies also cover potential CCS storage and gas hydrates in some of the member countries.  Norway, with advancement made in natural gas development technology (including gas hydrates), research and policy, continuous to be in a very good position to share its know-how and continue its cooperation with CCOP in this area.

The consultations with Member countries and internal agencies involved in climate change and CCS projects highly favors capacity building project on mapping of CCS storage potential in the region to be highlighted by case studies.  These case studies will be hosted by CCOP member countries, which will also have the responsibility of providing real data for the study.  The North Sumatra-Mergui basin study under the EPPM Program could be a good model for a CCS case study.  The CCS mapping project is very timely and important, considering the need of the countries to develop their high CO2 gas fields and continued reliance on Coal-fired plant in the member countries, among others.  As mentioned, Norway is among the first country to pioneer technologies and experiences in CCS capture and storage.  The NPD has also just published their ATLAS of CO2 Storage that could be very useful to CCOP.

The report also mentioned that some Member Countries (China, Korea, Japan, Malaysia and Indonesia) have contributed their expertise to the EPPM Program by allowing their experts to participate as resource persons, and in most cases cover the cost of their participation as part of their in-kind contribution.  Other countries’ contribution to EPPM is through hosting of the technical activities where they also shoulder some of the expenses.

The CCOP TS continues to express its deep gratitude to PETRAD and NPD, the Norwegian partners in the Program, for providing their timely and professional advice that helped in the successful implementation of the activities in the Program.  The very high quality of the expertise and knowledge shared by resource persons coming from their networks has surely beneficial to the Member Countries.  The cooperation & friendship between Norway and CCOP, and among the member countries, has continued to develop strongly even outside the EPPM Program.
