Seminar on Pipeline and Production Facilities: Integrity Inspection and Management


The CCOP Technical Secretariat in cooperation with the Royal Norwegian Embassy- Bangkok, PETRAD and Department of Mineral Fuels (DMF), Ministry of Energy, Thailand conducted the Seminar in Bangkok on 28-29 January 2014.  The Seminar is aimed at enhancing the knowledge of the participants on oil and gas pipelines and production facilities management hazards and the common elements of integrity management systems. The Seminar will leverage on Norwegian and International experiences and best practices.

The event is partly sponsored by Norwegian Ministry of Foreign Affairs through the Royal Norwegian Embassy in Bangkok.  The international resource persons are from the Petroleum Safety Authority,  Norway (PSA) and DNV GL (Malaysia and Singapore).  A total of 60 participant, majority technical staff from the Department of Mineral Fuels (DMF) and other Government Agencies, PTT and Oil and Gas companies operating in Thailand.  The representatives from Myanmar did not attend due to their Government’s travel restrictions.

The welcoming address of Dr Adichat Surinkum, Director, CCOP Technical Secretariat, emphasized the importance of safeguarding national assets such as Oil and Gas installations, particularly, as these are great source of wealth for the nation.  The Government and operators must implement an inspection system to prevent costly damages to installations and environment and also to prevent the loss of life.  He cited the Gulf Mexico disaster of April 2010 that is recognized as the worst oil spill in the U.S. history- the sinking of Deep-water Horizon rig that killed 11 people and almost 5 M barrels of oil spilled.

Meanwhile, the opening remarks of Dr Oystein Berg of PETRAD, highlighted that nearly every week we hear many incidents all over the world involving process facilities both land and offshore that could have been prevented by better systems for preventive measures and inspection.  That inspection technologies and systems are areas with continuous development.  New methods for training are also evolving as is Government regulations and international standards.

The Keynote Address delivered by Ms Wannaporn Sawatdimongkol, Deputy Director-General of DMF provided valuable information and update on the status of oil and gas development in Thailand.  The Keynote underlined the various activities of DMF to accelerate the domestic petroleum exploration and development with the key focus areas: 1) development of JDA areas; 2) management of expiring concessions; and 3) Thailand-Cambodia OCA resolution.

The resource persons from PSA and DNV GL were invited through the help of Dr Oystein Berg, Special Adviser of PETRAD.  The presentations and discussions of the Seminar covered the Norwegian rules and regulations on installations, including pipelines and risers.  The latest HSE developments in Norway and other oil & gas areas in Northern Europe were also covered.  It was clear from the presentations of PSA and the discussions that followed, that Norway’s regulations advocates for the self-regulation of the oil and gas operators’ HSE and using the recognized guidelines /standards from various certification companies, such as DNV GL, API, ISO, Norwegian Standards, IMO, IEC, EN, NORSOK etc, as references.

The DNV GL presentations covered the various recommended practices (RP) and standards for Integrity Management of pipeline systems, repair solutions, technology qualifications, fitness-for-service solutions, pipeline installation critical assessments and risk-based inspections (RBI).  Various case studies and best practices were also included in the presentations that attracted a number of questions from the participants.

It is important to note that many offshore structures in Thailand (and the region) has been designed using the API RP2A code (1969 edition). Since then RP2A has evolved with many significant updates.  The consequence, according the report of DNV GL, is that it is very likely that if an older design platform is assessed to the latest RP2A, it will not meet the code requirements.  This is an important item that DMF and similar regulatory agencies in the region needs to look into.

At the end of the 2-day Seminar, the participants received their certificate of attendance and a usb drive containing all the documents (Program, Presentations in PDF, list of participants and photos) of the Seminar.
